MARC spent two years working with area planners and elected officials, and using citizen input to develop Transportation Outlook 2040, the Kansas City region's next long-range transportation plan. This important plan describes how the region will manage, operate and invest $18 billion in its multimodal transportation system over the next 30 years.

Transportation Outlook 2040 outlines a vision for how transportation investments will relate to land use in the future. MARC established a broad set of goals for the plan — ranging from transportation’s impacts on climate change and energy, to place making, to the condition of existing transportation systems. The regional plan reflects current local government plans and includes:

Transportation Outlook 2040 must be updated every five years. Amendments may be made to the plan as new projects, funding, programs or transportation legislation arise. The plan also serves as the region's Coordinated Public Transit–Human Services Transportation Plan.

Following a public review period, MARC's Board of Directors adopted the Transportation Outlook 2040 plan on June 29, 2010.
