A major component of Transportation Outlook 2040 is identifying a long-term list of major projects that will improve the transportation of people and goods, and fit within the region's estimated financial resources for the next 30 years.
The Transportation Improvement Program (TIP) is the financial plan that describes the schedule for obligating federal, state and local funds to major surface transportation projects in the metro area within five-year periods of time. This short-term plan is updated regularly to reflect priority projects in Transportation Outlook 2040. The TIP must be consistent with the objectives of the long-range transportation plan and must be financially balanced.
All projects in the adopted 2010–2014 Transportation Improvement Program were included in the long-range transportation plan's list of financially constrained projects.
