Management Team Profiles

David Warm has been the executive director of the Mid-America Regional Council since July 1990. Prior to coming to MARC, David was the city administrator at Liberty, Missouri, and also served in administrative positions with the city of Kansas City, Missouri. David received his BA in political science and economics from the University of California at Santa Barbara, and his Master’s in Public Administration from the University of California in Riverside. David is active in in many civic groups and initiatives, as well as state and national professional associations. He is a Fellow of the National Academy of Public Administration and a recipient of the Walter Scheiber Leadership Award from the National Association of Regional Councils for making a significant impact in this region and at the national level.

Jim Caccamo, director of Early Learning and Head Start, is responsible for overall management of the Mid-America Head Start program. In addition, the department works to improve quality of and access to early learning programs within the MARC region. Jim has a BA and Master’s in Communications Disorders, and a Ph.D. in Education from Saint Louis University. Jim joined MARC in 2004.

Mell Henderson, director of Transportation, oversees the transportation planning and resource allocation processes, as well as initiatives to better manage and operate the region’s transportation system, enhance the area’s role as a trade center, and strengthen public transit. Mell has a BS in Geography from Oklahoma State University and a Master’s in Urban Planning, University of Kansas. Mell joined MARC in 1996.

Frank Lenk, director of Research Services, oversees social, economic and geographic data collection and analysis, as well as MARC’s IT system. He prepares short-range economic forecasts and long-range land-use forecasts. Frank holds BA and Master’s degrees in Economics from Stanford University. Frank joined MARC in 1979.

Jacqui Moore, director of Aging Services, oversees aging programs including senior meals, transportation, legal aid, and KCConnects Seniors, which is an information database on services available to seniors and their care givers. Jacqui has a BA in Psychology/Sociology from Howard University and a Master’s in Human Resources Management from the University of Utah. She joined MARC in 1971.

Marlene Nagel, director of Community Development, oversees programs in land use, environmental planning; emergency services/9-1-1 system coordination; public affairs/legislative advocacy; government training and others. She has a BA in Geography from the University of Texas and a Master’s in Urban Planning from the University of Kansas. Marlene joined MARC in 1974.

Dorothy Pope, director of Financial Affairs, oversees financial processing and reporting activities, grant management and annual budget for both MARC and MARC Community Services Corporation. She is also responsible for human resources, and office space and support functions. Dorothy has a BS in Accounting from Emporia Kansas State University and joined MARC in 1980.
