MoDOT District 4 Transportation Enhancements
The Missouri Highways and Transportation Commission (MHTC) recently acted to distribute $11 million in funds from the American Recovery and Reinvestment Act (ARRA) to local agencies for Transportation Enhancement (TE) projects. MoDOT has distributed this money using the same population-based funding distribution they have been using for the past several years. ARRA TE funds can be used to fund up to 100% of eligible project costs with no local match requirement.
The total amount of ARRA TE funds available for the District 4 (Kansas
City District) rural area is $404,800. MoDOT District 4 is accepting
applications to program all of this funding.
Application
are due Monday April 13, 2009 by 4 p.m.
Transportation Enhancement funds can be used to fund projects including but not limited to:
- sidewalks
- trails
- pedestrian and bicycle safety education
- tourism centers for scenic or historic highways
- landscaping and scenic beautification
- historic preservation

After the application period, MoDOT will score the applications received
and set up a selection meeting to give each project sponsor an opportunity
to provide additional information about their project to the Rural
Transportation Enhancement Committee. The Committee will then vote
to select projects for the money available. The Rural Transportation
Enhancement Committee consists of one representative from each county,
one representative from each Planning Agency, and one representative from
MoDOT. More information regarding this workshop and the selection

PLEASE NOTE: All ARRA-funded TE projects must complete all
applicable steps of the Local Public Agency (LPA) process and be obligated
prior to March 2,

ARRA projects are also subject to additional reporting requirements. MoDOT
will provide more information and help guide project sponsors through these
reporting requirements.
