MARC has worked with the Kansas City Area Transportation Authority (KCATA), Unified Government Transit (UGT) and Johnson County Transit (JCT) to develop a $20 million funding recommendation for transit projects to be funded through the American Recovery and Reinvestment Act’s transit capital program. Capital project submissions were evaluated and selected based on their project readiness, strategic impact related to local and regional plans, local funding availability and agency priority.
The KCATA board, the entity responsible for receiving the federal funds, met and approved the recommendation on March 2. These recommendations have been forwarded to MARC for formal addition to the region’s Transportation Improvement Program. The $20 million funding recommendation allocates $9 million for upgrading the region’s bus fleet, $4.5 million for transit infrastructure and facility expansion, $5.25 million for system maintenance, and $1.5 million to support Americans with Disabilities Act paratransit service.

Policy recommendations
- Support projects that promote system preservation, modal choice, context sensitivity and effective management of roadway capacity
- Engage local governments in establishing priorities for state system needs, using existing planning frameworks whenever possible
- Maximize the use of concurrent reviews and other techniques to complete project development activities as rapidly as possible
- Support state efforts to use funds to establish high-speed rail connections between cities, particularly Kansas City and St. Louis
