MARC supports and contracts for transit services that meet the needs of the region's special populations including the aging, welfare recipients, low-income individuals or persons with disabilities. Elements of MARC's special transportation initiative are linked below:
Moving Ahead for Progress in the 21st Century (MAP-21),
the current active Surface Transportation legislation, includes the Enhanced Mobility of Seniors and Individuals with Disabilities Program (FTA Section 5310):
Enhanced Mobility for Seniors and Individuals with Disabilities Program (FTA Section 5310) provides funding to support the transportation needs of older adults and individuals with disabilities where transportation services are unavailable, insuffiecient or inappropriate. Currently, the Kansas City Area Transportation Authority (KCATA) has been nominated to be the direct recipient, but final approval from the FTA has not yet been provided. Next steps iinclude the deveolment of an application process and a competitive selection process.
Safe, Accountable, Flexiable, Efficient Transportation Equity Act — A Legacy for Users (SAFETEA-LU) is the previous surface transportation legislation. JobAccess Reverse commute Program (FTA Section 5316), New Freedom Program (FTA Section 5317) and Transportation for Elderly and Disabled Program (FTA Section 5310):
New Freedom Program (FTA Section 5317): worked to support new public transportation services and public transportation alternatives that go beyond those required by the Americans with Disablities Act of 1990. This program was repealed and combined with FTA Section 5310 under the MAP-21 legislation.
Transportation for Elderly and Disabled Program (FTA Section 5310): previously proveded funding to support transportation for elderly and/or disabled indidivuals where public transportation services were unavailable, insufficient or inappropriate. Under MAP-21, this program was combined with the New Freedom program to create the Enhanced Mobility of Seniors and Individuals with Disabilities Program.
Aging Transportation Program, in conjunction with MARC's Department of Aging Services, MARC contracts each fiscal year with providers that offer transportation services for the aging and persons with disabilities, serving Cass, Clay, Jackson, Platte and Ray counties in Missouri.

This advisory committee addresses programs, funding and mobility needs for populations underserved by traditional forms of transit.
