MARC Board selects local transportation projects to receive $51 million in federal stimulus funds

The Kansas City bistate region became one of the first areas in the country to allocate funding from the American Recovery and Reinvestment Act (ARRA). The MARC Board of Directors, in its role as governing body of the Metropolitan Planning Organization (MPO), voted to accept the recommendations received from regional transportation committees which will result in funding 39 projects totaling approximately $51 million.

The committees selected projects from a total of 365 projects that had been submitted for potential funding. Sixteen projects from 13 Kansas jurisdictions and 23 projects from 25 Missouri jurisdictions were selected.

Funding through the federal Surface Transportation program is allocated to the Mid-America Regional Council (MARC) to fund transportation projects that maintain infrastructure, increase modes of travel and manage roadway capacity. Guidelines from the U.S. Department of Transportation limit the funding from the American Recovery and Reinvestment Act to communities that fall within the transportation boundaries of the local MPO.

The committees evaluated projects based on factors from the policy framework of the region’s long-range transportation plan such as travel volumes, system condition, safety, economic impact, environmental features, impacts to other modes of transportation, relation to local plans, and how quickly the project could be undertaken (“shovel-readiness”). As required by the ARRA, priority was given to projects in economically distressed areas.

Eligible projects are those within the MPO boundary and, in general, are on streets and highways designated within the federal Functional Classification System as collector or arterial roadways or interstates. Certain transit, trail and other project types are also eligible.

Now that the MARC Board of Directors has approved the projects they will be added to the region’s Transportation Improvement Program (TIP), which documents transportation resources that will receive federal, state and local funding and be carried out in the next three to five years. Project sponsors will then coordinate with the Kansas and Missouri Departments of Transportation to complete project agreements, finalize plans and bid projects for construction or implementation.

The following list includes the projects which were approved to receive funding from the American Recovery and Reinvestment Act by the Kansas STP/BR Committee. Due to the receipt of additional funding, the College Blvd. project from Pflumm to U.S. 69 was reduced by $2.8 million and that amount was awarded to a contingency project on College Blvd. from Benson to Nall.
