Local Emergency Plans

Working with local governments, emergency service agencies and committees, MARC coordinates the preparation of a number of regional emergency plans. Some of these plans are available online. For information about others, please call the Emergency Services staff at 816/474-4240.

Mass Casualty Incident Plan

The regional Mass Casualty Incident Plan, updated in June 2006, describes the procedures necessary to ensure an effective and coordinated response to an incident involving mass casualties in the Kansas City metropolitan area. This plan has been endorsed by a number of emergency services associations, including the Heart of America Metropolitan Fire Chiefs Council, the Johnson County Emergency Medical Services Council and the Mid-America Regional Council Board of Directors. MMRS Operations Plan (2.9MB)

The Metropolitan Medical Response System (MMRS) Operations Plan describes the procedures necessary to ensure an effective and coordinated response to an incident involving weapons of mass destruction (WMD) in the Kansas City metropolitan area. This plan assumes a WMD incident would be regional in scope, and describes the responsibilities and capabilities of agencies across the metropolitan area to respond to such an incident. It builds on procedures in the plans listed below.

Incident Management Plan

This plan describes the incident management system adopted by the Heart of America Metro Fire Chiefs Council to manage emergencies across the greater Kansas City metropolitan area. Since many emergencies involve response from multiple disciplines and may involve more than one jurisdiction, the Incident Management System (IMS) uses a standardized organizational structure and common terminology. It provides a useful and flexible management system that is particularly adaptable to incidents involving multi-jurisdictional and multi-agency response, especially those out in the field. IMS provides the flexibility to rapidly activate and organize the functions that need to be performed in order to efficiently and effectively deal with an emergency. IMS can be utilized for any type or size of emergency, ranging from a minor incident involving only a few members of the emergency organization to a major incident involving several agencies and/or jurisdictions.

Hazardous Material Plan

The LEPC's Regional Hazardous Materials Emergency Preparedness Plan (RHMEPP) serves to coordinate the planning and response actions of the Mid-America Local Emergency Planning Committee (LEPC). The plan provides an administrative framework for hazardous materials planning and response in the areas served by the Mid-America LEPC including Cass, Clay, Jackson, Platte, and Ray Counties, and Kansas City, Missouri.  The document serves as an emergency planning tool to facilitate an effective, coordinated, multi-jurisdictional response by all personnel during a hazardous materials emergency.

EMSystem Protocol and Policies Manual

This manual establishes the policies and procedures governing the operation of the EMSystem in the Kansas City metropolitan area. The EMSystem is a web-based program managed by MARCER. The system provides real time information on emergency department status for the region's 26 hospitals, including hospital patient capability, availability of staffed beds, the availability of specialized treatment capabilities and hospital diversion status.

Ambulance Diversion Guidelines

This document provides guidelines for diverting ambulances under the EMSystem in the Kansas City metropolitan area.

Model Bioterrorism Plan for Local Public Health Departments

This plan serves as a template for the development of local public health department bioterrorism response plans. It establishes a framework to coordinate overall public health response through an epidemiological investigation to determine the source of a biological agent or disease, inform medical providers of the situation, provide prophylactic antibiotics or vaccines as appropriate, and inform the general public on personal protective measures.
