A Subcommittee of the Regional Homeland Security Coordinating Committee
Scope of Work
- Continue to serve as a forum for local law enforcement agencies to come together to identify CBRNE prevention, protection, response and recovery needs and outline strategies to address identified needs and to make recommendations for investments.
- Monitor the CBRNE regional enhanced tactical team and bomb squads’ capability development, equipment acquisition and distribution, and help identify if other law enforcement agency personnel or teams have special CBRNE response needs.
- Provide leadership to establish a critical infrastructure protection program that engages all appropriate levels of government, across both public and private sectors, within geospatial areas, and across infrastructure sectors
- Develop a scope of services for a regional critical infrastructure protection plan for the Kansas City region that addresses national and local priorities, and secure support to begin preparation of the plan. Include cyber security in the plan’s scope.
- Design a process to engage representatives from critical infrastructure sectors in the development of the CIP plan and ongoing prevention and response efforts.
- Oversee the regional implementation of the CISM system and encourage law enforcement agency participation.
- Support the regional camera surveillance project through the purchase of portable cameras and development of protocols for their use; and work with the Kansas City Crime Commission to receive contributions from private business to support surveillance camera technology to deter terrorist and other criminal activities.
- Develop the region’s capabilities to gather, analyze, disseminate, and use information regarding threats, vulnerabilities, and consequences to support prevention and response efforts through the establishment of the Kansas City Interagency Terrorism Early Warning (TEW) Analysis Center.
- Work with the Training and Exercise Committee to ensure that law enforcement agencies/ teams receiving resources are trained appropriately and law enforcement is incorporated in exercises.
- Ensure implementation of NIMS by local law enforcement agencies.
- Continue law enforcement participation in regional technology projects, including the Personnel Accountability Security System and the Metropolitan Emergency Information System.
- Continue to involve law enforcement in public health planning to respond to disease outbreaks.
