ICS-400, the final course in the Incident Command System series, is specific to personnel who will be serving in the following positions: command or general staff in an ICS organization, select department heads with multi-agency coordination system responsibilities, area commanders, emergency managers and multi-agency coordination system/emergency operations center managers.

The target audience for ICS-400 is all emergency responders including fire, EMS, emergency management, law enforcement, public health and public works.

Objectives:

  • Describe how Unified Command functions on a multi-jurisdiction multi-agency incident.
  • Define the advantages of the Unified Command and the kinds of situations which may call for Unified Command.
  • List the major steps involved in the planning process.
  • Dissect issues that influence incident complexity and the tools available to analyze complexity.
  • Review the primary guidelines and responsibilities of the command and general staff positions.
  • Describe the purposes and responsibilities of agency representatives or technical specialists, reporting relationships and how they can be effectively used within the incident organization.

NIMS/ICS-400 Training Requirement:

The completion of ICS-300 and ICS-400 training was a NIMS implementation activity for FY07 for middle management and command and general staff. For more information about NIMS compliance, training guidelines and other NIMS-related information, visit the FEMA website. The regional Training and Exercise Subcommittee is committed to providing Incident Command System (ICS) training at no cost to local agencies through the use of Urban Area Security Initiative (UASI) training funds. These funds are being used to provide this course to help prepare the region's first responders and assist local jurisdictions in meeting the required training guidelines.
