Project budget
The total budget for this project is $138,000. Of this amount, $83,500 is allocated by the Department of Natural Resources and $54,500 is a mandatory cost share that will be provided by BNSF Railway ($45,000) and APAC Kansas City ($9,500) — the partners included in this project.

Summary
Through this project, one construction loader will have an engine repower and five switch locomotives will be retrofitted with automatic engine start-up/shut-down device (AESSD) systems.

Subproject 1: Construction loader engine repower

APAC Kansas City will replace an engine with outdated emission controls on a construction loader with a new engine that meets 2010 emission standards, and the old engine will be destroyed. Bids for the new engine will be taken from manufacturers or vendors who can supply EPA certified engines that meet 2010 EPA emission standards comparable to a 3306 Caterpillar. Subproject 2: Switch engine locomotive retrofits

Burlington Northern Santa Fe (BNSF) will retrofit five switch-engine locomotives with automatic engine shutdown/startup device (AESSDs). AESSDs turn off the main engine while idling, but can restart the engine when necessary based on a set time period, temperature, or when other criteria such as battery charge indicate that idling is necessary. Only manufacturers and vendors with AESSDs listed on the EPA verified Idle Reduction Technology list were allowed to bid for the contracts to provide the technology. The purchasing arrangement for these devices has been established and approved.
