Each year, the MARC Solid Waste Management District sets priorities and objectives to advance the district's Integrated Solid Waste Management Plan.
Solid Waste Policy Discussion Guide
Work in recent years has led to the establishment of four overriding policy directions that guide district efforts to improve:
- Regional cooperation
- Landfill capacity
- Waste diversion and minimization
- Local government action
The purpose of these policy directions is to bring awareness and action to critical issues facing the Kansas City area in the next 10 years.

Solid Waste Status Report
The district funded this status report of the Kansas City metropolitan area to obtain initial information about:
- Waste generation, diversion and disposal data rates
- Emerging trends in solid waste management
- Recommendations for future planning and decision making
The district is initiating steps to create a regional plan that involves Kansas, creates more proactive local government and works toward integrated solid waste services.
Residential Solid Waste Survey
During fall 2008, the MARC Solid Waste Management District, in partnership with Leavenworth, Johnson, Miami and Wyandotte counties, conducted a follow-up survey of residents in the Kansas City metro area (Cass, Clay, Jackson, Platte, Ray, Johnson, Leavenworth, Miami and Wyandotte). The survey compares changes in citizens’ values, behavior and awareness levels since the 2005 survey and assesses citizens’ desire for solid waste services.
Missouri's Solid Waste Management Law of 1990 (SB-530) establishes a goal of reducing the amount of solid waste disposed of in landfills by 40 percent and required each county and city with a population over 500 to adopt a solid waste management plan. The statute provides for the creation of solid waste management districts like MARC's to help local governments meet this requirement.
