Damage Prevention Project

MARC, along with cities in the Kansas City metropolitan area and the Kansas Corporation Commission and the Missouri Public Service Commission undertook a project to develop new practices that can be adopted by local governments that will reduce damage to underground facilities such as gas lines, water lines, telecommunication facilities, sewers, and electrical transmission lines. This effort is an extension of the national Common Ground project of the U.S. Department of Transportation and is funded by that department through their Research and Special Projects Administration.

The project formally concluded in December 2003. Below are links to the final report and appendices in pdf format. However, the Kansas City metro chapter of APWA, Infrastructure Protection and Right-of-Way Management Committee has assumed responsibility for promoting the practices. In March of 2005 they sponsored a day-long seminar on Subsurface Utility Engineering (SUE). Jim Anspach, the presenter of that seminar, has provided a summary of these new standards. They will continue to work so that these practices become the norm throughout the region.

The participants have developed five practices that local governments are testing in the metropolitan area during the summer of 2003. These five practices are:

The city of Shawnee and the Unified Government of Wyandotte County/Kansas City Kansas adopted new regulations, based on the above practices, to prevent damage to underground facilities. The city of Independence is considering adoption of such practices. Following are the pdf versions of the regulations.

The Damage Prevention Project was presented at the 2003 IRWA Annual Convention. The presentation can be viewed in an online PowerPoint presentation.

This is one of many projects underway across the country to improve right-of-way management projects and prevent damage to underground facilities. Many of these initiatives are being sponsored by the Common Ground Alliance, which has many state, including Missouri, and local chapters, including in the Kansas City metro area.
