Job Opportunity: Emergency Services Planner II

Description and Requirements:

The Mid-America Regional Council (MARC) is the association of city and county governments and metropolitan planning organization serving the Kansas City region.  MARC seeks a planner to perform professional and administrative duties related to MARC’s emergency services programs.  The work requires research, meeting facilitation and presentations, problem-solving, and in-depth discussion and/or persuasion in order to gain concurrence or resolve problems.  There is direct interaction with government officials across disciplines (law enforcement, EMS, public health, fire service, public works, and emergency management), the general public, and other agencies.

Under the supervision of the Emergency Services Planning Manager and direction from the Metropolitan Emergency Managers Plans Committee, the planner will support the following initiatives and special projects:

Assist the Plans Subcommittee to prepare and update regional emergency preparedness and response plans to

  1. Complete preparation of a Regional Coordination Guide with specific annexes to support coordination among local agencies in the metro area during large-scale incidents
  2. Update the MCMMRS Metropolitan Medical Response System Plan and research the Kansas City, KS MMRS Plan to recommend steps to increase coordination among the two plans
  3. Review federal homeland security planning requirements to ensure that the region is addressing federal priorities
  4. Disseminate information on Continuity of Operations planning and organize technical training to meet local community needs
  5. Develop a regional framework for evacuation planning, including a regional transportation support system
  6. Assist in the development of plans to better serve special populations prior to and during disasters, including a regional sheltering plan
  7. Provide support to local agencies in the update of their local emergency operations plans to incorporate regional plans and guidance, provisions for pets in disasters,  and agro-terrorism threats
  8. Develop an inventory of existing Memoranda of Understanding for emergency mutual aid in the region
  9. Research development of a regional debris management plan
  10. Begin work on the update of the region’s Hazard Mitigation Plan

Committee Support

  1. Assist in support to committees and task groups to address specific planning projects, and provide administrative and planning support to those groups.
  2. Work with committee chairman to prepare agendas. Conduct research and prepare meeting materials to support committee deliberations.

Grant Management

  1. Work with emergency services staff to manage federal grants including monitoring of budgets and preparation of monthly reports.
  2. Investigate funding options for regional support to local communities for various emergency preparedness and response activities

A Bachelors degree in public safety, emergency management, public administration or a related field is required.  Applicants should have a minimum of one year of successful and progressively responsible related work experience, preferably with a public agency. Additional requirements: knowledge of public safety and emergency preparedness planning and management; excellent oral, written and interpersonal skills; ability to deal with diverse constituencies; experience working with committees or boards; strong organizational skills; thoroughness and attention to detail; and ability to handle multiple demands.

Salary/Benefits:

The starting salary for this position is $36,388 to $45,490, depending upon qualifications. MARC offers a competitive benefits package and a team-oriented work environment.
