Job Opportunity: Director, Terrorism Early Warning GroupMARC is seeking an individual to assume responsibility for overseeing a regional terrorism analysis center with professional staff and loaned public agency personnel. MARC is the metropolitan planning organization and association of city and county governments serving the bi-state Kansas City metro area. The position will work with local, state and federal government officials to implement the Kansas City Terrorism Early Warning Center (KCTEW). The Director will report to an Executive Committee composed of federal,
state and local agency senior officials and business partners to ensure
the flow, monitoring and dissemination of information between local,
state and federal agencies, and to coordinate pre-planning of response
to incidents of terrorism. There is direct interaction with local governmental
officials across disciplines in the Kansas City region (law enforcement,
public health, emergency medical services, fire, and emergency management)
and private industry representatives. The position also requires direct
interaction with federal and state officials, including the US Department
of Homeland Security, FBI, Missouri and Kansas fusion centers and other
similar TEW organizations across the nation. This position will oversee
the design and implementation of secure information systems, the analysis
of sensitive information, and outreach to key industry sector representatives.
The Director will oversee the collection of information on the region's
critical infrastructure; prepare regular reports for local officials
on threats facing the region and make presentations to public and private
audiences. The Director will oversee the training of local liaisons to
improve the flow of information. The Director will support work to secure
ongoing funding to sustain the KCTEW. A bachelor degree in public safety, homeland security, emergency management, public administration, social services or a related field is required. A minimum of five years of successful and progressively responsible related work experience, preferably with a governmental agency is required. Applicants for this position must be able to meet the requirements for a US Government security clearance. Additional requirements: knowledge of, or background in, criminal or intelligence analysis; knowledge of law enforcement, public health, emergency response, emergency management and homeland security protocols and practices. Other requirements include excellent oral, written and interpersonal skills; ability to deal with diverse constituencies; experience working with committees or boards; strong organizational skills; thoroughness and attention to detail; and ability to handle multiple demands. The position requires experience with planning, vulnerability analyses, and trend identification and projections. The position requires experience in preparing grant applications, program budgeting and programmatic financial management. The position requires supervision of both direct reports and loaned personnel to form an effective working team. The position requires an understanding of information technology solutions to support law enforcement and intelligence analysis. Able to take independent action within his/her scope of responsibility; looks for opportunities for innovation and improvement; is receptive to new ideas and information; looks for opportunities to learn from others or on-the-job and applies new skills and knowledge to daily work.
