How to Search and use the H-GAC contracts
To be most effective, use the H-GAC program as early as possible in your purchasing process. Your jurisdiction will not only save money, but the time and expense of preparing specifications and bidding the equipment.
You can work with one or more H-GAC contractors to build the piece of equipment that you need, knowing that the price for the base unit and many of the options are locked in through the H-GAC contract. Or you can use the H-GAC contracts for price quote comparison.

A full list of available H-GAC contracts can be found at the HGACBuy Web site. Contractors are either national manufacturers or Texas contractors. In most cases, H-GAC contracts are honored outside of the state of Texas and local Kansas City vendors are used when applicable. However, a contractor can choose not to extend a contract outside of Texas.
Accessing the HGACBuy.org Web site
- Visit the HGACBuy.org contract listing and enter our password: 04-1443
- Review the equipment available, models and prices. Prices are for base units only, options can be added to, or deducted from, to aquire desired equipment. H-GAC contracts limit unpublished equipment options to 25% of base unit price and units that are significantly customized may not be allowed.
- Determine which product code best fits the equipment you are interested in and if there is a preferred local dealer (for delivery and service). You may also look at the manufacturers listed to get quotes on comparable equipment.
- Provide this information to the KCRPC Program Coordinator who will contact the Texas contractor with your quote request.
- The final quote will be provided to the end user, KCRPC and reviewed by H-GAC for contract compliance.
- If a quote is accepted, your agency will issue a purchase order to the contractor and send copies to KCRPC or fax them to 816/421-7758 (Attn: Rita Parker). The purchase order description needs to include "HGAC/MARC Interlocal Agreement # 04-1443" and the H-GAC-specific contract number.
