E-Procurement
For the last several years cities and counties in the Kansas City metropolitan area have been closely monitoring the development of e-procurement systems. The use of such systems can:
- Improve efficiency of the procurement process and reduce administrative costs
- Provide a history for every procurement transaction and increase accountability
- Increase the number of bidders on each procurement and thus reduce bids
- Increase the pool of bidders and level the procurement playing field for all bidders
More recently Jackson County contracted with Syscom to provide an Internet-based Procurement System. A number of local jurisdictions then asked MARC to set up a series of demonstrations of such e-procurement systems. Out of that review two systems, PublicBuy.net by Syscom and DemandStar by Onvia, were selected as companies that could provide local governments with excellent e-procurement systems.
