Advisory Committee Member Retiring
John Mahin, Johnson County, Kan., purchasing manager announced his upcoming retirement, effective Jan. 20, 2012. John has been a tremendous asset as an active member of the MARC/KCRPC Advisory Committee since the early planning stages of the program. We appreciate John’s visions, contributions and experience on the Advisory Committee and he will be greatly missed.
“As I approach retirement from the profession of public procurement next month, I would like to take this opportunity to thank MARC and, in particular, Rita Parker and Dean Katerndahl for their work done over the past few years to establish and maintain the KCRPC. The concept of a regional purchasing cooperative for the metropolitan Kansas City area was an excellent one and a timely one. I appreciate MARC’s sponsorship of this effort. As budgets seem to be shrinking and staff sizes getting smaller, the value of cooperative purchasing becomes even more valuable to all of us. Rita has overseen a variety of contracts and cooperative opportunities over the existence of the KCRPC. Some may be right for one agency and some for another. But there is something for almost everyone out there in public procurement. My entity, Johnson County, Kansas, has saved over $57,000 over the years on a total of $2.3 million in spend directly attributable to the KCRPC. These are very real savings and are important to our entities as they struggle to maintain services on restricted budgets. I would like to thank MARC for this opportunity and congratulate them on the success of the project. It has been my pleasure to serve on the advisory committee since the beginning and I know how much work has gone into achieving this success. I would encourage every public entity in the KC area to look to MARC and to the KCRPC for many of your purchases. The cooperative can save you time and money and is well worth the effort. Summary of Regional Activity:
Since 2003, 63 agencies have used local KCRPC contracts with purchases totaling $12.1 million with total combined savings of $591,010 (averaged $9381 per agency). During 2010-11, participation increased 1.6 percent and award amounts increased 128.46 percent. The significant award amount increase can be attributed to the High-Efficiency Street Lighting with funding by ARRA for 26 small cities.
Purchases processed through the MARC interlocal contract with Houston-Galveston Area Council (H-GACBuy) totalled $59.4 million for 64 agencies. Equipment purchases increased 13 percent since January 2010, while participation increased 25 percent during the same period.
The combined total awards/purchases for both local and H-GACBuy contracts is $71.5 million with combined savings of $1.6 million.

All members of the Advisory Committee must be current members of the
Mid-America Council of Public Purchasing. KCRPC
invites active agencies to serve
on the committee, which meets quarterly. Please contact us if interested. Current members of the Advisory Committee include cities of Olathe, Independence, Lee’s Summit, Kansas City, Pleasant Hill, and counties of Douglas, Wyandotte, Jackson, Clay and Johnson.

Whether you are using a KCRPC contract or other cooperative contracts, be sure to reference the agency and contract number to ensure you receive contract pricing. Also retain the actual contract and subsequent renewal contract modifications for your records of the purchase.
