Parks and Recreation Directors Legislative Initiative
Over the last two years, MARC has worked with parks directors from cities and counties on the Missouri side of the Kansas City region to draft legislation enabling formation of a regional parks and greenway trails district.
The legislation is modeled after the Great Rivers Greenway District in St. Louis, which has raised funds regionally to support trails, parks and open space investments.
Once legislation is in place, local officials would work toward a ballot initiative to form the district and levy a modest sales tax for supporting regional trails and local parks and trails projects. A regional district board of local officials from participating counties would oversee the regional dollars.
