Background Information for Vendors Bidding on MARC ProposalsFormal Requests for Proposals (RFPs) issued by MARC's departments, programs and committees may be found on the the request for proposals page. Notifications are also distributed through Onvia by DemandStar. The majority of the RFPs issued by MARC involve federal grant funds. Vendors may be required to provide documentation, such as a certification regarding debarment and suspension, to ensure that contracts are not awarded to parties barred from receiving federal funds. MARC is also required to work towards specific Disadvantaged Business Enterprise (DBE) goals for certain federal grants. Missouri law requires that all contractors providing a service at or above $5,000 to a local public agency in Missouri, such as MARC, are required to be enrolled in E-Verify. MARC has concluded that in order to meet this requirement all contractors that respond to a MARC Request for Proposals must confirm as part of their proposal that the company either has enrolled in the federal e-verify program, or, that if the company is the successful bidder, the company would enroll in the federal e-verify program before a contract for services is executed. This is a condition for all bidders as part of responding to the Request For Proposals. Each individual contractor must make the business decision about how and if to respond to the conditions of the RFP. MARC will provide an opportunity for all qualified individuals to bid on services or goods being sought without discrimination against any vendor.
