The
Regional ITS Architecture is created as a consensus view of what ITS systems
the stakeholders in the region have currently implemented and what systems
they plan to implement in the future. The Regional ITS Architecture will
need to be updated to reflect changes resulting from project implementation,
addition of new stakeholders, modifications to the National ITS Architecture,
or those resulting from the planning process itself.
The change management policy outlined below specifies how often changes
will be made, and how they will be reviewed and implemented.
Approvals
The
Regional ITS Architecture is formally adopted after action by the MARC
Board of Directors. The architecture must be re-approved by the MARC Board
of Directors every three years or as significant events warrant a review.
The MARC Board of Directors adopted Version 1.0 of the Kansas City Regional
ITS Architecture on August 29, 2004.
Amendments
& administrative revisions
The
Kansas City Regional ITS Architecture is a continuously evolving product
and will require periodic modifications prior to the development of a
new version of the architecture. Depending on the nature of the required
modifications, MARC will treat the change either as an "Amendment"
or as an "Administrative Revision."
| AMENDMENTS |
Criteria:
If a proposed modification to the Regional ITS Architecture meets
one or more of the following criteria, it will require an amendment
to the architecture:

Addition, deletion, or significant modification of ITS stakeholders

Addition or deletion of an ITS project
-
Modifications in project sequencing
Additionally,
the National ITS Architecture may be expanded or updated and the
Regional ITS Architecture may require modification to address
those changes. |
Process:
MARC
will accept requests to modify the architecture on a continuing
basis. For amendments, MARC will complete the following process:
- Accept
requests for modifications by electronic mail through the architecture
Web site

Assess the impact of proposed modification
-
Obtain required approval by the Management and Operations Workgroup
-
Publish and advertise the proposed amendment consistent with
the MARC Public Involvement Plan

Obtain required approval by the Total Transportation Policy
Committee

Update the Regional ITS Architecture to reflect the amendment

REVISIONS |
| Criteria:
In
general, if a proposed modification does not meet the requirements
for an Amendment as described above, or is simply to correct an
error in the architecture database, it will be processed as an
Administrative Revision. |
Process:
For
administrative revisions, MARC will complete the following process:

Accept requests for modifications by
electronic mail through the architecture website

Copy affected project sponsors on all correspondence concerning
the proposed revision

Update the Regional ITS Architecture to reflect the administrative
revision
