Since the early 1970s, the MARC has conducted aviation system planning for the general aviation facilities and activity in the region. The MARC Regional Airports System Plan serves as a tool to:

  1. maintain a current, accurate inventory of aviation facilities and aircraft operations in the Kansas City metropolitan region.
  2. develop forecasts of regionally based aircraft and aviation activity.
  3. evaluate the capacity of each airport to meet future aviation needs.
  4. identify and prioritize capital improvements to aviation facilities.

The plan offers capital improvement recommendations to the Federal Aviation Administration, which develops the National Plan of Integrated Airport Systems — similar to a Transportation Improvement Program developed at regional and state levels for modes of ground transportation.
