As the Kansas City
region's Metropolitan Planning Organization, MARC is responsible for establishing
policies to guide investments in the region's multi-modal transportation
system. MARC develops the following planning documents:

- Long-Range
Transportation Plan (LRTP)
The long-range transportation plan directs the transportation decision-making
process in metropolitan Kansas City and serves as a blueprint for the
management of the region’s transportation system through the year
2030.
- Transportation
Improvement Program (TIP)
The TIP contains individual improvements and projects to be implemented
in the next five years.
- Studies
MARC conducts numerous special studies to better understand transportation
and its relationships in the Kansas City region. These studies focus
on issues such as congested corridors, problematic interchanges and
future transit possibilities.
- ITS
Architecture
Intelligent Transportation Systems (ITS) are interrelated networks of
computers, electronics, communication technologies and management strategies
that improve the safety and efficiency of the surface transportation
system. The Architecture provides an opportunity for coordination of
activities and information sharing among regional transportation systems.
- Public
Participation Plan
The Public Participation Plan describes MARC's policy on involving the
public in the transportation planning process.
- Unified
Planning Work Program (UPWP)
The Unified Planning Work Program describes the transportation planning
activities that MARC and other agencies propose to undertake in the
next fiscal year. It documents the proposed expenditures of federal,
state and local funds in support of applications for various planning
grants.
- Disadvantaged
Business Enterprise Program (DBE)
MARC's Disadvantaged Business Enterprise program is in accordance with
regulations of the U.S. Department of Transportation and ensures that
DBEs have an equal opportunity to receive and participate in USDOT-assisted
contracts.
- Regional
Airports System Plan
The MARC Regional Airports System Plan serves as a tool for
maintaining a current, accurate inventory of aviation facilities and
aircraft operations in the Kansas City metropolitan region. It offers
capital improvement recommendations to the Federal Aviation Administration.
- Title VI Program
MARC's Title VI Program ensures that no person is excluded from participation in, denied the benefit of, or subjected to discrimination on the basis of race, color, or national origin under programs that receive federal funding.
