Anticipated Transportation Project Evaluation Criteria

MARC will use its existing Total Transportation Policy Committee and programming subcommittees to develop evaluation criteria, prioritize projects and make recommendations to its board of directors as soon as early March. Once the projects are approved, they will be added to the region’s Transportation Improvement Program, and project sponsors will coordinate with the Kansas and Missouri Departments of Transportation to complete project agreements, finalize plans and bid projects for construction or implementation. MARC is working with federal and state partners to make sure that local governments and other project sponsors have the best possible opportunity to make good use of these new transportation funds.

Evaluation criteria are expected to include:

1) "Ready-to-Go" Pass/Fail Criteria (advance only if "Yes" to all)

  • Does sponsor certify that project can be obligated in 90 days?
  • Is the project on the current Federal Functional Classification Network?
  • Is the project for an eligible activity?
  • Is the project on long-range transportation plan, if required?
  • Are all required permits complete?
  • Is all right-of-way acquisition complete per "Uniform Act" requirements?
  • Has sponsor provided all data required by MARC?

2) " Ready-to-Go" Prioritization Criteria

  • Is all National Environmental Policy Act classification/documentation approved?
  • Is project currently on MARC Transportation Improvement Program?
  • Will project be completed within three years?
  • Has a project number been assigned by state department of transportation?
  • Are all necessary agreements with state department of transportation and others complete?
  • Status of plans, specifications and estimates review/approval by state department of transportation?

3) Programmatic Evaluation Criteria Based on the Policy Framework of Transportation Outlook 2030

  • Cooperative multijrisdictional projects
  • Improvements to multiple modes
  • Impacts to Congestion Management System network
  • Consistency with regional plans (MetroGreen®, Operation Green Light, Smart Moves, etc.)
  • Current and forecast Average Daily Traffic and Level of Service
  • Safety impacts
  • System preservation featuresimpacts
  • System management features/impacts
  • Environmental impacts
  • Freight impacts
  • Impacts to identified activity centers

4) Other Considerations

  • Job creation (although economic impact models do not show significantly different job generation per dollar expended for different types of transportation construction projects)
  • Equity between jurisdictions
  • Opportunities to maximize other funds
  • Balance and trade-offs with other projects and programs
  • Likely to over-program to ensure that all funds are used
