Summary of Stimulus Project Database

Thank you for your recent effort to assist MARC in developing a database of potential Federal economic stimulus infrastructure projects.

While the database remains open for edits and changes by project sponsors, MARC compiled summary information from the database which was shared with the Transportation Legislative Advisory Committee and staff of area congressional offices on Jan. 9, 2009. These pie charts (pdf) depict some of the findings below.

    The database clearly shows a breadth and depth of interest and need across the region. The database now contains approximately 1,000 projects, totaling approximately $6 billion.
  • We have heard from much of the region – over 70 jurisdictions/agencies representing almost 90% of the region’s population, and proportionately balanced between Kansas and Missouri.
  • While the focus has been on infrastructure projects, some non-infrastructure projects have been submitted into the database. MARC has not screened or pared the list in any way – it is a compilation of the projects submitted by jurisdictions and agencies across the region.
  • Looking at the distribution by project type, the most interest is in streets (41%), followed by facilities (20%), sewers (13%), transit (11%), and water (6%) with parks, bridges, trails, energy and other making up the remainder.
  • The majority of projects are expected to be ready to bid in 3 months or 6 months.
  • There is a variation in the mix of projects that are expected to be ready by the four time frames (3 months, 6 months, 12 months/1 year, > 1 Year).
  • The phasing and timeframe to spend economic stimulus funds could impact the mix of projects, with shorter timeframes favoring streets and sewers; longer timeframes opening the potential for a broader mix of projects.
  • The list of projects clearly exceeds the amount of resources the region is likely to see for infrastructure projects through an economic stimulus package, suggesting the need for thoughtful and rational priority setting, as the projects funded through economic stimulus will likely face high levels of public scrutiny.
  • The database does not reflect the short-term job creation or long-term economic impact that each project might bring.

MARC is currently reviewing the street/road projects against federal eligibility criteria to assess which projects have already met federal planning and programming criteria and which projects may require additional approvals in order to be eligible for federal funds.
