Application process
The federal Transportation for Elderly and Disabled Program provides funding to support transporting the elderly and/or disabled where public transportation services are unavailable, insufficient or inappropriate. The capital assistance program provides 80 percent federal funding upon a 20 percent local match to help agencies obtain vehicles and equipment. The program is administered annually by state departments of transportation.
Nonprofit organizations that offer transportation services to the elderly and/or persons with disabilities are eligible for funding. Public entities may also apply if they demonstrate no other agencies are able to provide the proposed service or that they are best able to coordinate funds and equipment within the service area.
In Missouri, the Missouri Department of Transportation (MoDOT) encourages local input on Transportation for Elderly and Disabled Program funding decisions by asking MARC to review projects proposed in the Kansas City region. MARC's Special Transportation–Job Access Partnership ranks the regional Missouri applications, and recommendations are submitted to MoDOT, where the final decision is made.
In Kansas, the program is administered by the Kansas Department of Transportation (KDOT), which channels funding through the state’s network of Coordinated Transit Districts. MARC neither reviews nor recommends applications, but it does include projects in its Transportation Improvement Program.
Missouri applications are generally available in January of each year. Review the application booklet for information about the program administration schedule and requirements.Completed applications generally must be postmarked to MoDOT by July 1 of each year. Applicants must present their proposed projects to the Special Transportation–Job Access Partnership.
The committee reviews and ranks all applications and submits a recommended list to MoDOT. Federal funding available to purchase vehicles is often insufficient to satisfy all requests for assistance, and MARC recommendations do not guarantee projects will be funded.
