Functional classification is the process by which the nation's network of streets and highways are ranked according to the type of service they provide. It determines how travel is "channelized" within the roadway network by defining the part that any road or street should play in serving the flow of trips through a highway network.

Functional classification is used in transportation planning, in roadway design and for the allocation of federal roadway improvement funds. It was introduced by the Federal Highway Administration in the late 1960s, which developed guidelines for local governments and planning organizations to use in maintaining the functional classification system in their own jurisdictions.

As the Metropolitan Planning Organization (MPO) for the Kansas City region, it is MARC's job to develop and maintain the Functional Classification System of roadways within its planning boundaries through coordination with local cities, counties and the states' Departments of Transportation.

Proposing roadway classification changes

In order to be eligible for Federal (STP) funding, a roadway must be classified as a collector or higher level of mobility. MARC accepts and reviews applications on proposed changes to a roadway's classification twice a year. Please refer to the schedule below for deadlines. The approval process required for any change in functional classification involves a considerable amount of time and coordination across various levels of government.

Call for Changes: Request form distributed following formal announcement during regularly scheduled Total Transportation Policy Committee (TTPC) meeting

April 1

Deadline for submittal of requests to MARC

May

MARC staff recommendations go to Highway Priorities Committee for approval (committee approval will allow recommended changes to go before TTPC the next month)

June

Changes approved by Highway Priorities Committee recommended to TTPC for approval; Recommendations brought to Board for approval; Board-approved changes submitted for approval to State DOT/FHWA

August

2nd Call for Changes: Request form distributed following formal announcement during regularly scheduled TTPC meeting

September 15

Deadline for submittal of requests (to MARC)

October

MARC staff recommendations go to Highway Priorities Committee for approval (committee approval will allow recommended changes to go before TTPC the next month)

November

Changes approved by Highway Priorities Committee recommended to TTPC for approval; Recommendations brought to Board for approval; Board-approved changes submitted for approval to state DOT/FHWA
