MARC's goal is to have significant and ongoing public involvement in the transportation planning process. Citizens are encouraged to voice their ideas and opinions regarding specific actions or transportation issues in general to MARC staff at any time.

A period for public comment is provided for the updates and major amendments to all of the primary transportation planning projects for which MARC is responsible (UPWP, LRTP and TIP). Published items are available at the MARC offices and on the website. Individuals without Internet access are encouraged to use a public computer at any local public library.

All written comments received at MARC are documented and reviewed by staff, and responses are drafted for consideration by the appropriate committee.


Review proposed changes to Transportation Outlook 2040

MARC has released amendment #1 to Transportation Outlook 2040, the region's long-range transportation plan. Transportation Outlook 2040 guides how the Kansas City region will manage, operate and invest $18 billion in its multimodal transportation system over the next 30 years.

Amend Project #398 – Kansas City Streetcar to specifically designate this project as the locally preferred alternative resulting from the Kansas City Downtown Corridor Alternatives Analysis.

  • Sponsor: Kansas City, Mo.
  • Limits: River Market to Union Station/Crown Center
  • Alignment: Main Street
  • Mode: Streetcar
  • Purpose: Provide an attractive transit option that will more conveniently connect people and places within the Downtown Corridor, and support regional and city efforts to develop downtown Kansas City and the Downtown Corridor as a more attractive and successful urban center.
  • Cost: The estimated capital cost is $101 million in fiscal year 2011 dollars for construction and approximately $2.7 million in fiscal year 2011 dollars annually for operations.
  • Financial Strategy: The project is proposed to be funded through a combination of local and federal funding sources. Proposed local sources include the use of the Missouri Transportation Development District Act (TDD), which could include a district‐wide sales tax and/or district wide property tax assessment. Other proposed local revenue sources include surface parking assessments and the collection of rider fares and advertising revenues. Potential federal sources include TIGER grants, Federal Transit AdministrationSection 5309 New Starts funds, federal formula funds, and Urban Circulator grants.

Review proposed changes to Public Participation Plan

MARC proposes to make several changes to its Public Participation Plan, which guides how the organization involves citizens and others in the transportation decision-making process. The Public Participation Plan describes strategies and policies to engage the public in activities that MARC and other agencies undertake for the metropolitan transportation planning process, including development and maintenance of the long‐range transportation plan, Transportation Improvement Program and Unified Planning Work Program.

MARC seeks to amend Section 3, A–D of the plan to allow:

  • Transportation Improvement Program revisions related to declared emergencies to be processed through an expedited public participation process.
  • Flexibility in the use of local newspapers for the advertising of public review and comment periods.
