Regional insights on short-term rental regulations

Some local jurisdictions already regulate STRs. Others have regulations in development, are looking to amend their existing regulations to streamline processes, or are just interested in understanding more about how neighboring jurisdictions are regulating STRs today. Additionally, there is growing interest in understanding and addressing STRs in advance of and during the period that Kansas City will be hosting a significant number of visitors for World Cup soccer matches in summer 2026.

To that end, we have compiled a list of MARC member governments, whether they regulate STRs currently and if a permit/license is required, and have provided a link to the existing regulation wherever possible. 

MARC'S WORK SO FAR

MARC provided comprehensive analysis of STRs in the region in this recent housing data story, where we showed that in all but two of the region’s 10 largest rental markets, monthly gross revenues for STRs outpaced median long-term rents by 75% or more in late 2024. 

We followed up that data story with a survey of local governments, which provided detailed responses on existing STR regulations in the Kansas City region. 

Also, earlier this spring, MARC hosted a roundtable to discuss regional STR regulations. One major takeaway from the STR roundtable discussion is that regional consistency in regulation is not necessarily the end goal, but clear communication and process around proper approval and registration of these units is a primary desire from owners hoping to rent their units as STRs.

LOOKING AHEAD

MARC will continue to monitor STR data in the region as we draw closer to the major events in summer 2026, watching for trends and providing additional insight and information as it becomes available.
