Public health agencies face growing pressure to justify their contributions amid chronic underfunding and declining public trust. Yet the concept of "value" in public health remains elusive and is often communicated through the services and programs provided or economic measures that fail to capture the full range of benefits produced by the public health system.

Additional Details

This in-person session introduces a conceptual framework for creating and communicating a winning value proposition for public health. The framework acknowledges that value is not intrinsic — it is in the eye of the beholder. Public health leaders must learn what key stakeholders view as valuable and communicate why public health matters through a process of dialogue. By doing so, they can shape their organization's work in ways that will be recognized and rewarded by stakeholders, while helping those stakeholders understand how they benefit. This framework could help address challenges such as the "wrong pocket problem," where beneficiaries fail to recognize how they benefit, as well as chronic underinvestment in public health.

After a brief presentation of the framework, participants will engage in facilitated roundtable discussions grounded in real-world experience. Prompts will invite reflection on where gaps exist across the value cycle, what barriers practitioners encounter when communicating value to stakeholders, and what strategies have worked in translating program success into sustained support. Participants will leave with a practical understanding of the value proposition framework and contribute to shared ideas for its broader application through peer exchange.
