Nathan Eberline, executive director, Kansas League of Municipalities
Nathan Eberline has worked the majority of his career in municipal law, government relations, and public policy. Before rejoining the League as Executive Director in 2023, he spent a decade working both for the League and the Kansas Association of Counties. Nathan also spent five years as the Vice President of Operations for the Accreditation Council for Business Schools and Programs (ACBSP). He holds a J.D. from the University of Iowa and a B.A. from Wartburg College.
Laura Holloway, executive director, Missouri Municipal League
Laura Holloway is the executive director of the Missouri Municipal League. Laura has served at the League for nearly 15 years in communications, marketing and as the deputy director. As executive director, she guides the policy process and legislative direction for MML and serves as the primary legislative contact for the League. Laura works with the MML Board of Directors to guide League initiatives, including policies, publications and training opportunities for more than 650 member municipalities. Laura also serves on the board of the Missouri Society of Association Executives, the Missouri Securities and Investment Program, and participates with the Jefferson City Chamber of Commerce government relations committee. She works to help state and federal officials understand the importance of local decisions taking place within local communities.
Shanon Hawk, executive vice president of governmental affairs, AT Government Strategies
Shanon Hawk has worked in government affairs for over 30 years. Her primary focus is to advance the legislative and regulatory interests of ATGS clients. To that end, she maintains daily contact with members of the Missouri General Assembly, as well as statewide elected officials and many regulatory agencies. In her role as the lead lobbyist for the Missouri Municipal League, Shanon works with local elected officials on a daily basis and has a substantial number of relationships throughout the state with local leaders. She also has significant experience in the development and administration of various interest groups, trade associations and grassroots organizations. She has worked on both local and statewide ballot initiatives. She is one of the key strategists for the Missouri Local Leaders Partnership, an organization that brings together all locally elected officials, i.e. city, county, school boards, to work together on common interests.
The conversation will also include MARC department leaders who will share perspectives on how recent state actions may affect regional programs and local service delivery. Topics may include transportation and infrastructure, environmental and water resource initiatives, emergency services, public safety, housing, economic development and other priority issues affecting communities across the Kansas City region. The session will provide practical insights into both immediate impacts and longer-term trends that local government leaders should be monitoring as they plan for the future.
