Through a combination of lecture, facilitated discussion, and group activities, participants will learn how threats, vulnerabilities, and consequences determine risk and are given an opportunity to practice the fundamentals of conducting vulnerability assessments by conducting an on-site site-specific risk assessment of select local facilities. Additionally, they will identify potential mitigation measures associated with their findings and work together to develop and present a risk assessment report.Classroom-based course delivery will need access to a laptop or mobile device/tablet during the class session to complete course testing and evaluations electronically.Target Audience: Law Enforcement, Fire Service, Hazardous Material Personnel, Emergency Medical Services, Emergency Management Agency, Public Works, Health Care, Public Health. Course Objectives

By the end of this course, students will be able to:

  • Explain the concepts of risk.
  • Complete a threat/hazard assessment for a community critical asset.
  • Develop the knowledge, skills, and abilities needed to work as a member of an assessment team to identify vulnerabilities of community-critical infrastructure.
  • Complete a Consequence Assessment for a given asset within the community.
  • Apply managing risk concepts for community assets.
  • Discuss mitigation concepts.
  • Perform a Risk Assessment of a given community asset.

Important: Registration is a two-step process. All participants must register for the course at the TEEX Student Portal Account. Additional instructions will be provided in your course confirmation email upon registering with the Mid-America Regional Council (MARC). 

Prerequisites: Participants should possess a working knowledge of the jurisdiction’s Emergency Operations Plan Terrorism Incident Annex.
