Surface Transportation Block Grant Program

The Surface Transportation Block Grant program provides flexible funding from the Federal Highway Administration that may be used by states and localities for projects on any federally aided highway, including the National Highway System, bridge projects on any public road, transit capital projects and intercity bus terminals and facilities.  

The Mid-America Regional Council distributes these funds using competitive application processes governed by the Kansas and Missouri STP Priorities committees, which are both subcommittees of the Total Transportation Policy Committee. 

Funding objectives 

There is significant flexibility in the allocation of STP funds, though funding priority will be given to projects that advance these goals and objectives that: 

  • Increase emphasis on maintaining transportation infrastructure.
  • Increase modal choice.
  • Better integrate projects into the community.
  • Better manage roadway capacity. 

Eligible funding uses 

Project applications are solicited in seven categories: 

  • Bridge restoration and rehabilitation.
  • Bicycle and pedestrian.
  • Livable communities pilot projects and other.
  • Public transportation.
  • Roadway capacity.
  • Transportation operations and management.
  • Transportation safety.

The following entities are eligible to apply for Kansas STP funds

  • All cities within MARC’s metropolitan planning boundary in Kansas.
  • Kansas Department of Transportation (KDOT).
  • Kansas City Area Transportation Authority (KCATA).
  • MARC.

The following entities are eligible to apply for Missouri STP funds

  • All cities and counties within MARC’s metropolitan planning boundary in Missouri.
  • All transportation corporations within MARC’s metropolitan planning boundary.
  • Missouri Department of Transportation.
  • Kansas City Area Transportation Authority.
  • MARC.
