Priority Climate Action Plan

The Kansas City Regional Priority Climate Action Plan (PCAP) builds on the 2021 Kansas City Regional Climate Action Plan and years of prior work setting the stage for climate action. It outlines a set of priority measures to make substantive reductions in emissions across multiple sectors. The measures included in this plan reflect necessary actions articulated by community members and organizations across the region. Priority measures address the intersection of community need, existing momentum and impact.

The Kansas City Regional Climate Action Plan (CAP) aims to transform the metropolitan area into a more resilient, equitable and healthy community. The plan is ambitious, comprehensive and urgent. It creates a new platform to build on, accelerate and scale up existing efforts through new models of collaborative regional leadership.

Climate Action KC

Climate Action KC, a compact of elected officials and community leaders works throughout the Kansas City region to draw down greenhouse gases, improve climate resilience, invigorate the economy, promote public health, and improve the collective quality of life.

Founded in 2018, the coalition is made up of more than 100 local and state elected officials, representing 10 elected offices, and leaders of many significant civic, public, corporate and nonprofit organizations. 

With support from the Global Covenant of Mayors, the Climate Action Coalition has organized several committees to guide their work: Annual Climate Summit; Legislative; Policy; Planning; and Education, Communication & Outreach. MARC manages the Planning committee, which serves in an advisory capacity for the development of the Climate Action Plan.

Global Covenant of Mayors

The Global Covenant of Mayors for Climate and Energy (GCoM) is an international alliance of cities and local governments with a shared long-term vision of promoting and supporting voluntary action to combat climate change and move to an inclusive, just, low emission, resilient society.

The initiative is jointly funded by the European Union and Bloomberg Philanthropies and supported through a global network of partners, including C40, ICLEI, UCLG, Eurocities, Energy Cities and Climate Alliance. There are currently over 160 GCoM member cities in the U.S., all of which have made a commitment to reduce greenhouse gas (GHG) emissions and prepare for the impacts of climate change.
 
GCoM works in the United States with partners such as the Urban Sustainability Directors Network (USDN), ICLEI USA, C40 and others to build a program to help U.S. cities reduce GHG emissions and become more resilient to climate change. One key strategic objective of the project's national stakeholders is to foster more regional Climate Action Plans, bringing together local governments and regional organizations to tackle the issues.
 
In response to this demand, the Regional and Metro-scale Climate Leaders was developed as an initiative of GCoM USA, funded by the European Union through its International Urban Cooperation (IUC) program. Mid-America Regional Council was selected as one of four metropolitan regions committed to joining GCoM and showing leadership regarding climate change.
