Promoting legislative interests of Missouri's older adults

The Silver Haired Legislature (SHL) is a group of citizens 60 years of age and older who have been formally elected to promote the legislative interests of Missouri's older adults.

Members of the MARC Silver Haired Legislature delegation meet to identify the needs and interests of seniors in their districts. Bills and resolutions are then created to be introduced at the statewide conference in the fall. The entire SHL meets for three days in the fall to conduct a model legislative session. The members present, debate and vote on a prepared docket of bills and resolutions that affect the lives of all Missouri citizens. From the docket, five bills having the highest priority are selected as the group's main focus in the Missouri General Assembly for the upcoming year.

Annual elections are held in May at MARC's senior centers to elect three senators and 12 representatives.

Jackson County Silver Haired Legislators are elected in even-numbered years. The other counties are elected in odd-numbered years.

Priorities

SHL delegates came together for their Annual Conference and chose the following issues as their top five priorities to support for the 2022 legislative session:

  1. Funding for senior services growth and development program.
  2. Increase funding for Area Agency on Aging meals programs.
  3. Reinstatement of funding to Missouri RX Program.
  4. 5% of internet sales tax to assist Area Agency on Aging programs for seniors.
  5. Expand low-cost high-speed internet to rural areas.
