The Mid-America Regional Council Emergency Rescue Committee, commonly known as MARCER, promotes regional coordination and cooperation in emergency pre-hospital care for metropolitan Kansas City.

Ammonia is one of the highest volume chemicals produced in the United States. It is used in the manufacturing of rocket fuels, synthetic fibers, yeast and explosives, with the most common use of fertilizer and as a refrigerant. With the current theft problem of ammonia for drug production, this class will familiarize you with nurse tanks, transport containers and storage facilities where releases might occur.

This eight (8)-hour course is locally developed by regional police officers and tactical medics. It was developed for regional first responders who will be exposed to and then asked to demonstrate techniques related to countermeasures when engaging with motivated attackers. This instructor-led training will start with classroom instruction which will build to demonstrated techniques and end with practical application scenarios involving simulations. Travel costs are not provided.

Participants will learn risk recognition, responder safety, patient care considerations, evidence-based decontamination, and coordination across agencies grounded in real incidents from the KC Metro.

Target Audience

This is a free training opportunity open to all first responder disciplines: Fire, Police, Sheriff, EMS, Public Health and Emergency Management personnel with practical, scene-ready tactics for today’s opioid landscape.

COML responsibilities include developing plans to effectively use incident communications equipment and facilities, managing distribution of communications equipment to incident personnel, and coordinating the installation and testing of communications equipment.

Participants will learn about the updated Special Events Planning Toolkit, practical approaches for planning safe and successful events in their communities, and insights from experienced regional event planners, including partners involved in KC2026.
