This report examines the increasing use of e-bikes, e-scooters and similar devices across the region. It reviews how local jurisdictions regulate these devices, including speed limits, permitted riding locations such as streets, sidewalks and trails, and safety requirements.

Model ordinance language for e-mobility devices

MARC has developed model ordinance language for e-mobility devices in partnership with the Johnson County Department of Health and Environment. Highlights include:

  • Clear definitions that distinguish between e-bikes, electric motorbikes ("e-motos") and micromobility devices such as e-scooters.
  • Specific regulations about where different devices can safely be operated. 
  • Helmet requirements for minors. 
  • Speed limits for sidewalks and trails. 
  • Rules for due consideration, such as yielding the right of way to pedestrians. 
  • Age restrictions for certain devices. 
  • One version of the policy for Kansas and another for Missouri, designed to be added to their existing model traffic ordinances.

The goal of this model ordinance language is to provide legal consistency for users of these devices throughout the Kansas City region.
