Transportation Resiliency KC

Transportation Resiliency KC is a comprehensive initiative aimed at enhancing the durability and adaptability of our transportation networks. By focusing on proactive planning, innovative solutions, and community engagement, we strive to ensure that our roads, bridges, public transit, and other critical infrastructure can endure and bounce back from disruptions such as extreme weather events, economic changes, and other unforeseen circumstances. 

MARC’s goal is to support the region’s ability to limit disruptions to the transportation system as well as reduce disproportionate impacts on vulnerable populations.

A resilient transportation system is...

  • Flexible – Users can take a different route or a different mode (such as transit instead of driving) if one is impacted.
  • Equitable – One group is not overly burdened by climate and weather-related hazards impacting their transportation system such as extreme heat or roadway flooding.
  • Robust – Roads, bridges, and other infrastructure are designed and maintained to resist extreme weather events and climate hazards.
  • Proactive – The transportation system utilizes smart technology and community partnerships to better predict potential transportation disruptors that help mobility rebound more quickly.
  • Community-Focused – Balances community-scale needs with regional vision of resilience.

Phase 2

Phase 2 of Transportation Resiliency KC is focused on developing a Regional Transportation Resilience Improvement Plan (TRIP) for the Kansas City region. Building on the foundation established during Phase 1, this effort will use data, modeling and stakeholder input to assess how flooding, extreme heat, drought, severe storms and other natural hazards may affect the region’s multimodal transportation system today and in the future. The study will identify vulnerable transportation assets, evaluate the operational, economic and community impacts of disruptions and help regional partners understand where resilience investments can provide the greatest benefit.

Key deliverables include a regional vulnerability and risk assessment, an interactive Transportation Resilience Assessment Tool, identification of priority resilience hotspots and strategies and a Transportation Resilience Improvement Plan with actionable recommendations. The project will provide MARC and local agencies with decision-support resources to help prioritize investments, strengthen emergency preparedness, support funding applications and integrate resilience considerations into Connected KC 2050, the Transportation Improvement Program and other local and regional planning efforts. This phase of work will take approximately 12 months, concluding in summer of 2027.
